Rodger Bayne, RHU Mr. Bayne has over 23 years of experience in the health
insurance industry. Mr. Bayne entered the insurance business in 1986 and
quickly found his niche in health insurance. He grew a successful practice in a
few short years and co-founded a small partnership that became the predecessor
to CFBS. Mr. Bayne capitalized and founded CFBS in 1992, and has since
developed and implemented marketing programs for a number of major carriers
helping them achieve significant market penetration and growth. Mr. Bayne’s work
has extended from sales to product development, to operations, and development
of managed care programs and self-funded benefit plans. In the most recent
years, Mr. Bayne has been responsible for developing and marketing several
small group self-funded programs and is called upon frequently to lend his
experience and expertise to carriers, agents, and legislators.
Since 1987, shortly after entering the insurance business,
Mr. Bayne became active in the health care reform debate with his emphasis
always on advancing the cause for positive pro-active health care reform over
status quo. As an insurance agent by trade, Bayne’s job has always been to
deliver quality affordable health care to American consumers. To that end, Mr.
Bayne has a unique inside perspective as to the need for reform of the
insurance industry, government health care, and health care delivery systems.
Mr. Bayne was an active participant and contributor to Maryland’s sweeping
health care reform legislation in HB 1359 in 1993 (enacted July 1, 1994) and
has testified on multiple occasions in subsequent health care hearings, and
meetings with numerous legislators over the years. He has spoken in town hall
meetings and similar events, corresponded with Hillary Clinton during her
attempts to reform health care in 1993, and is currently working diligently
with Washington legislators to contribute to the current reform efforts and to
